I just checked with our designer -- you can resize them in photoshop, but without resampling. That way they reproduce straight edges at any res without any anti-aliasing blur.

We use bit.ly and it was my first choice for this.
However, our designer is very keen we have QR tags generated as native vector graphics. He is worried about potential distortion with pngs.
