There aren't necessarily any, but getting to a point where everyone
feels they've uncovered and managed any potential issues is
time-consuming, painful and potentially expensive (if legal advice is
required).
It might just be that the basic '4 star' rating requires a licence
that museums can't easily manage right now, or perhaps the wider
environment will change in ways that makes it easier for museums to
use a broader licence.
