It may be made to mean that secondary care can now take over primary care.
It's the proper integration of secondary care (and tertiary care)
that I thought people had been mainly arguing to protect.
Unfortunately some people get into a rut attacking government, and
use words loosely.
OTOH how is Kaiser Permanente these days (for those who can afford it
and those who work with or for it)?
