'Political brokers as exceptional actors: Lobbying across policy stages in a derogation of EU transport policy'
Abstract
The network structure of political agents is assumed to affect their ability to influence policy outcome. I will offer a partial test of this assumption. A case study of lobbying at the EU level serves as the background for examining the shift in roles of political actors as a policy cycle unfolds. The network examined is the intermediation network of actors in the very significant Charleroi/Ryanair EU decision that introduces a substantial derogation to EU competition law. A group of exceptional actors were found to have successfully introduced a new issue dimension, termed the 'regional dimension of air connectivity' in the EU policy agenda. Relations between twenty-four actors are explored, while network evolution is examined over the period February to June 2004. The key actors concerned are identified heuristically as political entrepreneurs and in the networks of influence examined as key political brokers. Such actors are generically branded exceptional alluding to the literature on political entrepreneurship and leadership.
