I have now started to review the Records Management Toolkit for Schools and I have started to think about the scope of the toolkit.
The toolkit was originally produced for use by local authority schools who were required to comply with the Section 46 Code under the Freedom of Information Act 2000. I know that the toolkit has been used by some independent schools to provide a basis for the work that they need to do.
However, since the last review the Academy programme has come on stream and the toolkit does not address the issues for Academies. In the first instance it was thought that Academies would not fall under the remit of the FoI Act. However, I have noticed that the Secretary of State has now starting to talk about Academies being included in any extension of powers of the FoI Act which means that they would become subject to the Section 46 Code in the same way as local authority schools are.
I was wondering whether the scope of the toolkit should be extended to include any special issues for Academies, which would involve some new additions to the toolkit. After all, the Academies are managing the same functions and transactions as a state school but are operating currently to different disclosure rules.
I would welcome the opinions of the list as to whether they think we should extend the scope of the IRMS RM Toolkit for Schools and if anyone has any in depth knowledge of working with Academies who could volunteer to highlight what the issues are for Academies.
Once I've heard people's opinions, I'll look at the resources we have to complete the project (i.e. the people who've volunteered to help out) and make a decision about the way forward.
