I think a smart WAYF on WorldCat would be a great idea. I just checked our WorldCat entry and realised that our open url link resolver is registered, so it should act as a gatekeeper to our resources (albeit via post-authentication, in our case).
Perhaps an explicit link in the registry about an institutions authentication method(s) / access management system(s) would also be helpful. See: http://www.oclc.org/developer/services/openurlgateway and http://worldcatlibraries.org/registry/gateway

Brilliant idea! It would mean access via ezproxy could work in just the same way as Shibboleth (as far as the user is concerned) when accessing a resource not through the institution's Library online service (an increasingly common occurrence)
One further thought. If there was a registry of institution proxy details (ideally part of an existing registry - such as http://www.worldcat.org/registry/Institutions ), then service providers could provide this WAYF->ezproxy facility without each institution having to submit their details.
This would be similar to how Shibboleth works, once an institution's details are in the Shibboleth registry (i.e. the UK Federation) many services will allow shib authentication without any further setup.
