Job title: Assistant Protection Officer – Uganda

Job Description and required qualifications
(Important Note - Position open to Ugandan nationals only)
The incumbent will perform the following functions:
* Assist the Senior Protection Officer on all matters relating to
refugee protection;
* Conduct interviews and assesses protection needs and eligibility
for durable solutions; perform family composition and best interest
determination (BID) interviews;
* Complete and maintain protection forms including registration and
submission forms and ensure all necessary documentation is obtained and
that individual case files are complete and up-to-date;
* Follow-up and monitor general case status and processing of
refugee cases and prepare unit’s weekly casework plans;
* Schedule and prepare protection cases for interview, and
communicate schedules to refugees and conduct profiling and case
composition interviews;
* Provide support to caseworkers in the tracking of individual
cases, updating status, and maintaining client database etc.;
* Assist in capacity building activities and conduct training on
refugee protection and durable solutions for partners and beneficiaries;
Follow up on cases and provide partners and refugees counseling and
feedback on the status and processing of individual cases;
* Assist in organizing, scheduling, and monitoring attendance to
government interviews and other external processes;
* Ensure ongoing maintenance of data and assist in preparing
periodic reports on activities;
* Performs other duties as required.
Qualifications:
Education: University degree in law (LLB) a must, good knowledge of
human rights doctrine and/or extensive field experience in refugee law.
Skills and competencies
* Computer literacy a must with strong knowledge of ACCESS, EXCEL
and WORD
* Good knowledge of human rights doctrine;
* Data handling skills and previous exposure to database a plus
* Strong Communication and Interpersonal skills
* Strong organisation skills
Experience: No less than two years job experience, including 1 year in a
legal position. Experience working in the field of refugee protection
and assistance.
Languages:
Proficiency in English. Knowledge of Swahili and/French a plus

The incumbent will perform the following functions:
* Working closely with the HRTK Finance & Administration Manager
and Country Director, direct the activities of the HIAS Uganda office
relating to fiscal and administrative matters ensuring effective and
proactive fiscal management of programs
* Set up and maintain systems and procedures for financial and
administrative management e.g. cash management, procurement, grants
management, accounting etc in accordance with HRTK policies, standards
and procedures adapted to handle specific country conditions, ensuring
effective internal controls and minimizing risks for HRTK.
* Manage and track the movement of bank accounts, petty cash, cash
receipts, and cash disbursements;
* Provide periodic reports on the financial position of the office;
* Maintain a purchase management system for goods and services
ensuring quality and cost effectiveness and ensure that the procedures
for procurement or disposal are adhered to;
* Maintain complete personnel files for all employees; Prepare
salaries with statutory deductions effected and ensure that all the
statutory deductions, pension contributions and other employee benefits
are remitted on time; and Administer employee benefits and ensure that
the salaries and other benefits reach the employees on time and are in
line with the employment contracts while ensuring that all the benefits
maintained by external organizations such as medical and pension are
maintained in force at all times.
* Keep and maintain records of all the assets and liabilities of
the organization and ensure that proper depreciation procedures for the
assets are followed and that a physical count is done every end year and
the results reconciled with the inventory listing;
* Maintain a smooth and effective manual and computerized systems
of accounting using modern integrated financial software that captures
i) Organization’s accounting and financial aspects and generates
appropriate and ii) financial and administrative reports as and when
required;
* Maintain systems both manual and computerized for tracking
vehicle mileage and use, cheques, traveling and accommodation,
photocopying and other financial and administrative matters to ensure
proper use of company resources;
* Prepare monthly financial reports and back up of supporting
documents in accordance with HIAS accounting procedures.
* Prepare monthly funds requisitions in accordance with HIAS
accounting procedures,
* Prepare annual budgets and budgetary control reports for donors.
Monitor the budgetary control system to ensure that expenditures do not
exceed amounts allocated to each budget line.
* Prepare periodic and annual reports on financial and personnel
matters for submission to the Country Director and HIAS Headquarters;
* Arrange for the audit of HRTK’s Uganda books of accounts by the
external auditors.
* Completes appraisals for supervised staff;
* Perform any other duties as required.
Requirements
Education –
* University degree in Finance, Accounting or related field a must.
Certified Public Accountant in a recognized institution or at an
advanced stage towards qualifications as a qualified accountant.
Skills and competencies:
* Computer literacy a must: excellent working knowledge with
worksheets together with experience in the use of accounting and
financial management software;
* Proven ability to set up accounting and administrative systems
* Knowledge of Not-for-profit sector an added advantage
* Strong interpersonal and communication skills
Experience
No less than 4 years previous job experience, including experience with
financial management and a minimum of 2 years in an accountant’s
position. Experience in Human Resource Management a plus.
Languages: Proficiency in English.

of refugee protection and assistance. Experience in SGBV/P a distinct
advantage.
