Dear Omar,
There is a (very old) translation of the original 15 elements (as of 1998) in Arabic at http://haddouti.de/DC_arabic.html.
This translations certainly needs work to bring it in line with the current status (October 2010) of the spec (http://dublincore.org/documents/dces/).
It would also be great if people could work on a translation of the DCMI Metadata Terms (http://dublincore.org/documents/dcmi-terms/).
