Special Session -Potentials and challenges of temporary land uses
UK-Ireland Planning Research Conference - University of Birmingham, 12-14 September 2011
Interim and temporary uses of derelict or under-used buildings and space in the core of city centres or deprived neighborhoods raise a set of challenges for planning processes which are geared towards more permanent development. Yet their development is often the result of a perceived dysfunction in the urban, economic or social system, being a combination of economic and property market crisis, the inability of the planning system to cope with and process the over-abundance of derelict spaces and a reaction of communities or individuals looking for places to develop initiatives. Therefore, interim uses can be organic and organized via a bottom-top approach; they can be also part of broader strategies of project making. Interim uses can be a way to join the different temporalities of a project. Interim uses can also be a tool during standby periods to overcome the downturns of a long process of negotiation and decision-making.
The main objective of this session is to assess why a better understanding and management of the vacancy and standby periods together with an improved consideration of interim uses in the different stages of project making could lead to a more resilience planning process / system which is better able to cope with sudden and more everyday pressures and shocks. Contributors are encouraged to examine the forms, nature and purposes of interim uses, their legal implications, the governance and negotiations arrangements they induce, their impacts and implications on planning policies and projects.
This session is supported by the Franco British Planning Studies Group (Aesop) and encourage participants from both countries to submit papers and engage in such comparative debates. However this is not restrictive and papers discussing interim issues in Europe or in the world are more than welcome.

The focus, approach and key findings of the proposed paper should be covered, and the abstract should convey what is innovative about the paper and how it relates to the conference themes. Authors need to use this opportunity to “sell” their work to readers and referees. Abstracts should be accompanied by the following information:
