There is no "ideal" it should be decided in conjunction with a risk
assessment. For example, an office based, City bank service covering X
employees would need fewer OHNs than a service which covers the same number
of employees with exposure to a greater range of physical, mechanical,
biological and chemical hazards located over a wide geographical area.
