From an article in The Spectator, 2 April 2011, 'Councils hoping to sell off libraries found that the Literary and Scientific Institutions Act 1854 directed that land should be returned to donors.'
I reckon that usually said land is owned by the council, so not a problem. Also, I am not sure that the public libraries were instituted through or under this Act.
Does any-one know more?
