Completing the questionnaire
Census day was Sunday March the 27th, you could have completed your form
before this date, you can still complete and return a Census form, but the
information needs to relate to this date.

During an event Yesterday (ISKO Conference), one of the speakers (Charles
O.) mentioned as a challenge posed by the UK information law the fact that
outsourcing contracts may create very conflictual and difficult situations.
For instance, he mentioned the case of 2011 Census Data. These are managed
by Lockheed Martin, a Company subject to USA Patrioct Act. To be honest I
did not see any problem because (as in the VAT regime) what it seems to me
relevant is the territory - space in which people and their relationships
and transactions exist and not the place or space or tool by which the data
related to these entities and objects are treated / stored.
But as we are all learning on the fly about uses and possible misuses of
data collections in the cloud, it would be very interesting to have other
opinions and answers here (I had no time to ask him any question because
Charles had to leave the final Q&A session therefore Charles's
clarifications would be much appreciated here too if possible).
What really made me jump on the seat and write a big question mark in my
notes was the fact that Charles said the 2011 Census Questionnaire was
supposed to be filled on March 27th and not earlier (as he did and the
same did I, coincidentally) because we may have died in the meantime!
Luckily enough, we both survived the Census conventional date of March 27th
and I would say, also because I searched and read some instructions about
this specific point in the Census website when I received the
Questionnaire, that the conventional date is conventional - id est is
not to be taken literally.
At any rate, it would be useful to collect other opinions: do Charles and I
have to ask for a replacement Questionnaire and fill a second form?
