Dear Sanjaya,
I read with concern the announcement that UNESCO planned an OA portal called GOAP - with concern, because there is already an OA portal called Open Access Scholarly Information Sourcebook (OASIS) - a 'one stop shop' for all matters OA, see www.openoasis.org<http://www.openoasis.org/>.
As well as providing vast amounts of information from authoritative sources and being managed by two of the foremost practitioners and advocates for OA (Alma Swan and Leslie Chan), OASIS also incorporates the OA Mapping Programme, charting the growth and development of OA globally, see http://www.openoasis.org/index.php?option=com_content&view=article&id=614&Itemid=414. It is therefore inexplicable to me that UNESCO plans to duplicate this work rather than collaborating with the many on-going efforts that are in need of financial and institutional support.
While everyone working in development is delighted that UNESCO is now committed to Open Access, it is very disappointing to see this announcement which seems to undermine already well established efforts. I cannot believe UNESCO was unaware of these before agreeing plans for GOAP. It would be good to see a statement from UNESCO that explains the rationale for GOAP and the way in which it will differ, not duplicate, other initiatives.
