In Liverpool's case, at least, it is because we have a dedicated pool for
t2k.org, and a shared LCG pool which all VOs can use, including t2k.org. The
same applies for ATLAS (and LHCb).
I suppose we could set up a shared pool for small VOs and manually add
VOs/Roles as appropriate but that's a headache. A more sensible option, IMO,
is for t2k.org to use space tokens, which sites can then lock down to
specific pools etc as required. I realise that could be a headache for
t2k.org with lots of existing data already at the sites.
If DPM had an "Everyone BUT This VO" option for a pool it would be nice.
