Well, in my experience that never happened actually.
Any time I had to change principles and structural aspects of cataloguing with consequences at headings / entry points level I managed to draw a very clear line between the past and the current / future practices making all the users aware of this - and possibly happily joining the newness bandwagon :) that is quite easy actually as everybody gets easily excited with new stuff.
I think this is a management / change management good practice (or procedural know how?) not necessarily to be specified within the cat standard of course. That is why you need your local policy and your local governance / management in place before starting any change. It is part of the design / creative efforts.
