Our system at De Montfort is very similar to Surreys. We have 2 grades (invigilator and senior invigilator) and there are over 100 of them.
We don't guarantee the volume of work that they will get either, in any event that largely depends on their availability.
We too run induction courses and briefing sessions ahead of the main exam period in May and afterwards we have wash-up sessions with the seniors.
On the whole it works really well but we have refined procedures etc since we first started employing them (about 16 years ago), however, managing them does take a great deal of time.

Like you we employ a pool of external invigilators (approx 60) from which we draw for invigilation. We employ on a casual basis, currently paying £10 per hour. We ask for their availability some time before exams but always say that completing their availability form doesn't guarantee them work.
I run two induction/briefing/update sessions per year and let them know any changes to procedures, regulations etc.
Initiated in 2008 it was an attempt to reduce academic workload and for the most part it has worked very well.

I am looking to review the way that we assign invigilation support to exams at NTU. We currently operate with a pool of Invigilators who are employed on a casual basis which means that whilst we may offer them work they are not obliged to accept it.
I would be interested in finding out how other institutions appoint Invigilators, particularly if the system works well for you!
