Yes.
The Juvenal quotation was incorporated, in the original Latin, into the
Grimoire Verum which was issued in popular editions in France and Italy.
The magical control of horses is an important theme in some of the other
popular grimoires published in these countries..
Also, In the 19th C. Britain "Sic Jubeo" was used as a term to mean "an
authoritative command that has to be obeyed" and occurs as such in
Bulwer Lytton's writings. I think this too would have derived from
Juvenal.
I would not assume that "Sic Jubeo" was the only Horseman's Word
utilised by British gypsy related scenes.
