I think it would have to be; that way in dimensional terms you
get:
Production hours * ( Apel total HS06 hours / Total Atlas hours) = Production HS06 hours
which is what you'd want; getting an answer in pure hours wouldn't
do it. I think that works very neatly and only assumes that sites
are scaling whichever benchmark figure APEL uses by the same amount
as they scale the number of hours they report to APEL, and if
anyone's not doing that then they're just plain broken.
