Elizabeth,
I have the hard copy (binder not included). My copy is in two rather
large ring binders which makes it harder to carry around, but rather
easier to open. The hard copy has an index and dividers are included at
the section (not the chapter) level. I find the Toolkit much easier to
use as one of the features of RDA is the cross-referencing between
chapters.
The Toolkit provides other benefits, such as very detailed mappings to
and from MARC 21 (and MODS); links to LC Policy decisions and an AACR2
rules search. As I mentioned at the briefing, BL is also making use of
the workflow tool to document processes for our staff. We think this
will make it easier to maintain our worklow and policy documentation in
future.

Subject: RDA hard copy?
Hi from the National Art Library, V&A
Has anyone bought the hard copy version? I am wondering whether it is
terribly unwieldy ('binder not included' ...) and whether it is still
subject to many changes in the short term.
