I think I had some innovative ideas in my Regulating CCTV paper from 2007, a
few of which were taken up by the HOL Constitution Committee in their second
Surveillance Report. The paper is freely available online here:

Some of the concepts I put forward there which are relevant to the debate
we've just been having:
Distinguishing between the role of data protection (ICO) and surveillance
infrastructure (Surveillance Commissioners - OSC) so that the deployment of a
CCTV infrastructure would require approval by the OSC according to intent,
proportionality, necessity etc. The footage collected and the rules for its
use would come primarily under the ICO.
Reciprocality of visibility: CCTV control room operators' photographs to be
displayed on signs within the area surveilled. The rationale for this is that
CCTV operator X can see what I do and where I go. Other people can also see
this, but I can also see them and therefore know what they look like,
including if I know them in some other way. So, at least I know that the
person who looks like the picture is possibly the person who can see me when
I'm in the shopping mall.

I've been doing some work on CCTV in Japan recentlyon rationales for
deplyment of systems, but it's still in review. I'm proposing some follow-up
work on estimating the number of times a citizen is captured on camera in two
Japanese cities. Anyone interested in these details should feel free to
