Job Announcement
Senior Associate, Refugee Protection Program
Washington DC Office

Based in Washington, DC, the Senior Associate in the Refugee Protection 
Program will work with the program’s director to develop advocacy 
objectives to advance the protection of refugees, as well as strategies 
and activities to achieve those objectives.  The Senior Associate will 
advance Human Rights First’s advocacy objectives through a range of 
advocacy strategies, working with the program’s Director, other staff 
and other key advocacy allies and actors.

Human Rights First’s international refugee protection advocacy is 
currently focused on improving protections for vulnerable refugees in 
the U.S. resettlement process, addressing the protection needs of 
lesbian, gay, bisexual, transgender or intersex (LGBTI) refugees and 
advancing the protection of refugees, asylum seekers and migrants from 
xenophobic and bias-related violence.

Essential Duties And Responsibilities:

  * With the Refugee Protection Program Director, develop (1) advocacy 
objectives based on an analysis of opportunities where Human Rights 
First can make a unique, recognizable impact on the protection of 
refugees, (2) strategies and activities for achieving those objectives, 
and (3) a personal work plan for advancing those objectives;

  * In coordination with the Refugee Protection Program’s Director, 
Advocacy Counsel and other staff, (1) develop and execute administrative 
and congressional advocacy strategy, identify opportunities to advance 
advocacy objectives through administrative and congressional action, 
meet with policymakers, and serve as an advocate and liaison for Human 
Rights First’s refugee protection advocacy with relevant contacts at the 
U.S. State Department, National Security Council, Department of Homeland 
Security and elsewhere, and (2) with respect to advocacy aimed at the 
United Nations High Commissioner for Refugees and/or other actors, 
develop and execute relevant advocacy strategies;

  * Draft appropriate materials, including but not limited to reports, 
briefing papers, letters, advocacy alerts, press statements, web 
material, and background analysis documents to support the program’s 
advocacy objectives and/or educate the public and policymakers about 
human rights challenges faced by refugees;

  * Under the guidance of the Director of Refugee Protection, design and 
conduct original, policy oriented field research to advance program 
objectives;

  * Assist in developing Human Rights First policy positions on refugee 
protection issues, and specific and practical recommendations to 
strengthen rights protections;

  * Participate in and help lead advocacy on refugee protection issues 
with key partner organizations as necessary to advance objectives;

  * In collaboration with the Senior Advocacy Strategist, RPP Advocacy 
Counsel, and other staff, maintain contacts with relevant Senate and 
House committee staff and key champions and leaders on refugee 
resettlement and protection;

  * Work closely with the staff of other programs, with the guidance of 
the RPP Director, on advocacy projects that advance the goals and 
objectives of the organization as a whole as well as the Refugee 
Protection program;

  *  Support fundraising efforts through grant proposal and report 
writing and editing and, in coordination with Development department, 
through outreach to key donors and foundations;

  * Serve as a public spokesperson for Human Rights First on issues 
related to refugee protection to a variety of professional and general 
audiences, including the press;

  * Work closely with staff in Human Rights First’s Communications 
department to help shape and inform the production and dissemination of 
advocacy and public education materials and the development of website 
content in accordance with the communications strategy to achieve 
program and organizational objectives.

Essential Skills and Experience:

  * Advanced degree in law or relevant field, or equivalent experience;
  * At least five years of post-graduate work experience relating to 
refugee protection, including:
           o In-depth knowledge of international human rights and 
refugee protection standards,
           o Prior experience working with refugee populations outside 
the United States to advance their protection;
           o Familiarity with UNHCR, and other international entities 
relevant to the protection of refugees, migrants and displaced persons;
           o Regional expertise relating to the Middle East, Africa or 
other regions, with an understanding of the refugee, IDP and human 
rights issues and political dynamics in those regions.
           o Familiarity with resettlement processing, and in particular 
U.S. resettlement processing;
  * Prior advocacy experience including with the U.S. government and the 
UNHCR;
  * Strong research skills;
  * Excellent written and oral communications skills and an ability to 
translate highly technical material for a variety of audiences, and 
experience working with the media;
  * Willingness to travel;
  * Ability to work comfortably in a variety of settings, including 
governmental, legal, policy, and advocacy arenas, and to achieve a 
sympathetic rapport with local human rights advocates;
  * Excellent project management skills, capacity to take initiative, to 
finish assignments under pressure and to work collegially with others;
  * Fluency in a language other than English, especially Arabic, is 
highly desirable.

Annual Salary:  Competitive with comprehensive benefits package

Start Date:  May 2011
