Without trying to make this *too* political, the following have ratified
the convention:
Algeria
China
Cuba
Iran
Qatar
And the following have ratified the protocol:
Saudi Arabia
Sudan
Syria
Tunisia
Uganda
Turkmenistan
Yemen
My apologies if this rather biased selection offends anyone. These just
happen to be countries who have been in the news in recent years for - how
shall I put it - questionable records on human rights and press freedom.
A starting point for debate, anyway. But it would seem to back up Mr
Arnold's concern that this may be more cosmetic than a reflection of
reality.
