I do feel that it is somewhat unreasonable for wlcg to be saying:
Installing this by june is mandatory; but it hasn't been tested on your type of system and runs as suid.
I would suggest that either the developers need to take the responsibility that it has been tested on a variety of systems (SGE is not that weird a choice after all) _before_ there is any suggestion of it being made mandatory; or else there should be a (quite long) bedding in period where it is "required" but sites won't get their income steam cut off if it isn't working.
Also could someone point me to the documentation for glexec? googling takes me to a nikhef twiki that looks like it might be out of date.
