To get back to the hone issue, should someone be contacting them to talk about sending their jobs to the data instead of pulling data to the jobs?

I don't know if it's part of the formal process description, but it's a common thing to do and I don't think there's any problem if the submitter knows where the ticket needs to go.
In the UK we also have the ROC/NGI supporters who could reassign things which have wrongly come to us, but in practice they don't seem to take a very active role in dealing with tickets.
