Let people who know what the problem is (i.e. submitters) assign tickets directly to appropriate units, and get rid of TPM in general, except for cases where the submitter doesn't know?
Or, even, how about having GGUS look at GOCDB and point out to the TPM that the person submitting the ticket is a site admin at the site? But then, you might as well go the whole hog then had have ggus actually implement the Grid standard A&A standard (i.e. read roles out of GocDb, and do role based access), rather than rolling it's own system, with weird idiosynchriciies (i.e. the permissions test for the web interface mean sometimes the submitter can't write to the public diary! Or that the email interface has a different set of acess rules)
However, if you have supporter access, you can submit it, then jump into it and assign it; but that's not actually an accepted procedure, I don't believe.
