Loads of people have probably answered this already by the time my response gets through the filters, but just in case someone hasn't suggested it already...
have you had a look at Amiando? I think it's based in Germany, and it doesn't charge for free events.
I've been to at least a couple of events that used Amiando for booking tickets, and don't remember anyone saying anything negative about it.
