Great - that sounds like a really good approach! Taking a bit of care and considering accessibility when it comes to video, YouTube, streaming etc opens doors for all audiences, not just those with impairments.
The NDI10 conference, though a paragon of accessibility by the time it opened, had to be encouraged to do so by a doughty campaigner, [@alisonvsmith] who rattled their email inboxes until they sorted it out!

Thanks Jon, we do indeed plan to offer transcripts, as well as "closed
captions" and a keyboard controllable player. Accessibility is important
to us and I suspect it could prove to be one of the requirements that
some providers may not be able to fully meet.
Live broadcast isn't an immediate priority but its great to hear of live
streams being made more accessible. Its amazing what you can achieve
when you put your mind to it!

Whoever you go with, I'd suggest that offering some sort of transcript
as a word download would really help in accessibility terms.
It would be really great if online video actually had subtitling as
well; difficult for live streaming, but for legacy content it should be
easy enough to arrange subtitles.
At the excellent National Digital Inclusion conference in 2010 there
were live web streams with subtitling to the stream added via a
palantypist (a live [ie. human!] speech to text writer).

downloads directly from our servers in London but we believe we could
improve the user experience by using a specialist hosting service.
