Job title: Administration Assistant – Uganda
Country : Uganda
Vacancy Description
Job Description and required qualifications
(Important Note - Position open to Ugandan nationals only)
The incumbent will perform the following functions:
•	Support the Finance & Administration Officer in activities relating to 
the fiscal and administrative management of the office;
•	Front office/reception management: guide and welcome visitors, man 
telephones including switchboard, mobile phones, fax, email etc., 
respond to enquiries,  take/relay messages;
•	Ensure that the office runs smoothly, specifically make timely 
purchases of stationery and other supplies in liaison with the Finance & 
Administration Officer; Assist in the handling of purchase requisitions, 
including obtaining quotations from vendors and process payments as 
required and assist in ensuring utility and statutory payments are up to 
date;
•	Dispatch mail- postal or hand deliveries including shipment/courier of 
documents and track movement of documents in and out of the organization;
•	Perform general clerical duties to include but not limited to: 
photocopying, faxing, mailing and filing;
•	Ensure maintenance of office equipment including computers, copier, 
vehicle, generator, telephone, etc;
•	Custodian of consumables and responsible for distribution to staff;
•	Keep and update inventory listing;
•	Handle the petty cash;
•	Make travel, meeting and other arrangements for staff including 
assisting in logistical support and other support to facilitate local 
and international travel including bookings, accommodation and visas and 
maintaining database for vendors;
•	Arrange local and international travels as required;
•	Assist Finance & Administration Officer to prepare supportive 
documents for accounting and reporting purposes;
•	Assist in preparation for meetings if called upon and take minutes of 
meetings and keep clear records of meetings;
•	Directly supervise a number of support staff and indirectly supervise 
external service providers; and
•	Perform other duties as required.

Education – Advanced college diploma or University degree in 
administration, office management, front office management or related field.
Skills and competencies:
•	Computer literacy a must: excellent working knowledge with email, 
WORD, ACCESS and EXCEL
•	Secretarial qualification and bookkeeping skills
•	Ability to multi task and assume unanticipated assignments;
•	Excellent attention to detail and sound organizational skills;
•	Strong interpersonal and communication skills

Experience
No less than 3 years previous job experience in an administrative 
position.  Experience working in the NGO sector a plus.

Languages:

Proficiency in English.  Knowledge of Swahili and/French an added advantage

Job title: Driver/Messenger – Uganda

Job Description and required qualifications

The incumbent will perform the following functions:
•	Maintain, clean and care for organization vehicles and maintain 
regular checks of vehicles to ensure that they are mechanically sound 
and in good working order. Makes reports of any problems to the AA and 
repairs minor mechanical problems.
•	Keep accurate records of deliveries made to other offices in the 
delivery book;
•	Post and collect mail, weighing and affixing correct amount of stamps 
on letters and packages;
•	Perform general clerical duties as may be assigned which may include 
photocopying and packing supplies for field travel;
•	Provide transportation to meetings and other destinations for 
organization staff and visitors on official business;
•	Assist in the safe banking of checks and cash;
•	Obtain quotations and makes simple purchases on behalf of the office 
and as  instructed by the AA;
•	Keeps a log book/diary for use of vehicle including weekly reports on 
vehicle status;

Education – A minimum Secondary School certificate. Certification in 
basic mechanics and maintenance a plus.
Skills and competencies:
•	Must possess a valid driving license ( Class B,C & E) with 8 years 
driving experience
•	Computer literacy desirable;
•	Current certificate of good conduct;
•	Must have good knowledge of Kampala and it’s environs;
•	Ability to conduct oneself in a professional and courteous manner to 
represent the best interests of the agency
Experience
No less than 8 years continuous driving experience. Experience working 
in the NGO sector a plus.

Languages:

Proficiency in English.  Knowledge of Swahili and/French an added advantage

Job title: Intake Counselor – Uganda

Job Description and required qualifications
(Important Note - Position open to Ugandan nationals only)
The incumbent will perform the following functions:
•	Assist the Protection officer in matters relating to refugee protection;
•	Receive, pre-screen and assist in the process of counseling refugees 
on protection matters and provide counseling on the case process and 
feedback on the status of their cases;
•	Carry out preliminary interviews and initial assessments of individual 
refugee cases, in accordance with HRTK SOPs;
•	Complete and maintain protection forms including registration and 
submission forms and ensure all necessary documentation is obtained and 
that individual case files are complete and up-to-date;
•	Assist in organizing, scheduling, and monitoring attendance to 
government interviews and other external processes;
•	Follow-up and monitor general case status and processing of refugee 
cases and prepare unit’s weekly casework plans;
•	Schedule and prepare protection cases for interview, and communicate 
schedules to refugees and conduct profiling and case composition interviews;
•	Provide support to caseworkers in the tracking of individual cases, 
updating status, and maintaining client database etc.;
•	Perform other duties as required.

Qualifications:
Education: University degree in law, social sciences, psychology, 
international relations or related fields.
Skills and competencies
•	Computer literacy a must with strong knowledge of ACCESS, EXCEL and WORD
•	Good knowledge of human rights doctrine;
•	Data handling skills and previous exposure to database a plus
•	Strong Communication and Interpersonal skills
•	Strong organisation skills

Experience: No less than two years job experience preferably in the NGO 
sector, with one year experience relevant to the function.  Knowledge of 
refugee protection and assistance a plus.

Languages:

Proficiency in English.  Working knowledge of Swahili and/French an 
added advantage

The incumbent will perform the following functions:

•	Ensure that HRTK premises are maintained in a clean and presentable 
manner at all times;
•	Assist in the performance of clerical duties including but not limited 
to photocopying and packing supplies for field travel;
•	Assist in posting or collecting mail, weighing and affixing stamps and 
packages;
•	Prepare coffee/tea for staff twice a day and ensure kitchen hygiene;
•	Take inventory of all kitchen & toilet supplies and ensure 
uninterrupted supply by requesting what is needed;
•	Assist in driving the office vehicles whenever requested or while 
driver is on leave;
•	Perform any other duty as required and requested.

Education – A minimum Secondary School certificate.

Skills and competencies:

The incumbent will perform the following functions:
•	Directs the activities of the office relating to social services;
•	Conducts field visits for case assessments in coordination with other 
HRTK staff and keeps track of socio-environmental risks faced by HRTK 
refugee clients;
•	Implements and monitors merit based asocial assistance informed by 
socio-environmental assessment in individual cases in accordance with 
HRTK SOPs;
•	Provides HRTK refugee clients with basic counseling, escort services 
and facilitation for external services or appointments;
•	Assists in the organization and facilitation of capacity building 
activities e.g. workshops;
•	Establishes and maintains a referral base of organizations providing 
social assistance to refugees and maintains a collaborative networking 
relationship to facilitate social assistance to HRTK refugee clients;
•	Prepares periodic reports on social work activities
•	Informs strategic planning and project implementation exercises
•	Performs other duties as required

Requirements
Education – University degree in Social work or related field. Or 
Advanced college diploma along with extensive field experience working 
the refugee assistance sector
Skills and competencies:
•	Computer literacy a must: excellent working knowledge with WORD, 
ACCESS and EXCEL;
•	Good knowledge of human rights doctrine and working experience in 
counseling;
•	Good knowledge of Kampala and it’s environs;
•	Strong interpersonal and communication skills;

Experience
No less than 2 years previous job experience, including at least 1 year 
working in the field of refugee protection and assistance.  Experience 
working in the NGO sector a plus.

Job title: Counseling Psychologist–Uganda

Job Description and required qualifications

The incumbent will perform the following functions:
•	Direct the office operations with regard to psychosocial assistance;
•	Facilitate the establishment of a coordinated multisectoral 
psychosocial office and  a psychosocial response strategy;
•	Provide counseling services and other short term therapeutic services 
to refugees referred to office;
•	Conduct Best Interest Assessments/Determinations and conduct 
determination of  family composition interviews;
•	Conduct psychosocial/mental state assessments and prepare related 
reports; assess refugees in need of psychiatric care, refer those in 
need to a psychiatrist and monitor progress;
•	Conduct home visits to assess individual psychosocial needs;
•	Facilitate internal and external capacity building activities;
•	Ensure up to date record keeping including case preparation, keeping 
continuous counseling notes and daily records
•	Prepare periodic reports and collect, analyze and compile psychosocial 
services data;
•	Follow-up and monitor general case status and processing of refugee 
cases and prepare unit’s weekly casework plans;
•	Provide support to caseworkers in the tracking of individual cases, 
updating status, and maintaining client database etc.;
•	Perform other duties as required.

Education: Degree in Psychology and/or Counseling Psychology, Master’s 
degree a plus

Skills and competencies
•	Computer literacy a must with strong knowledge of ACCESS, EXCEL and WORD
•	Ideal candidate should have a keen awareness and a good knowledge of 
psychosocial issues and the complexities of working on these issues with 
a refugee population.
•	Excellent report writing skills and proven ability to conduct 
psychological assessments;
•	Must have at a least 2 years experience in providing counseling 
services to traumatized  individuals (groups)
•	Experience in planning and implementing psychosocial project activities
•	Group facilitation skills and experience
•	At least one year of training experience
•	Experience in project management in an NGO setting
•	Diplomacy and assertiveness
•	Ability to confront and discuss sensitive issues with respect and 
confidentiality

Experience: No less than three years job experience in trauma 
counselling, preferably in the NGO sector.  Knowledge of refugee 
protection and assistance a plus.

Languages:

Proficiency in English.  Working knowledge of Swahili and/French an 
added advantage
