It works fine on that image too. The problem is that the image is mostly bad values with a very small area of good data in the middle. When you specify the percentage COSBELL just applies the function across the whole image and does not attempt to find where the data starts and ends.
You can make things a little saner by using NDFCOPY to copy the file to a version with the extra bad values stripped out (TRIMBAD=TRUE).
