Ah. Take a look at the README file at the top of the checkout. Everything can be built in dependency order with a handful of commands.
That ubuntu package was actually made in 2007 but gets the version of the source code from the Starlink software store circa 2004. I'm copying in the package maintainer in case he is interested in a newer version.
