I think this must be Sir Edwin Arnold, who was indeed a significant influence on Kipling. His dates were 1832-1904 and his best known work The Light of Asia was published in 1879. Although a cursory search can find no reference to the phrase 'patient East' in this epic poem, its underlying theme about the life and work of the Buddha tends to reinforce that idea. He'd certainly be my bet.
