JISC/Academy have never been that interested in "the big count" being a
measure of success or otherwise of the programme. Indeed, other people
using the tag (and they already are) could be seen as evidence of the
success of the programme as a socio-cultural venture.
However my colleagues and collaborators may feel differently, so please
don't take this as the final JISC answer.
