Given the 'O' in OER is seems churlish to make the UK distinction. It
bemuses me that putative funding for OER is still underpinned by a
'broadcast' mentality. i.e. We make stuff and the rest of the world uses
it. It's this broadcast approach which clashes with the concept of open
for me. For the most part open seems to be reduced to 'free at the point
of use' and 'accessible'.
