Does the FSL documentation explicitly state somewhere that this is how the
model is fit? I wanted to cite a paper rather than simply assert in my
thesis that dtifit uses a linear model.

There is no algorithm, it is a simple least squares fit of a linear model.
See (Basser etl, J. Magn. Reson. B, 247-254, 1994).
