PHRD TA Program to Support Disability and Development (D&D) Round 1 (summary)
The Japan Policy and Human Resources Development Fund (PHRD) Fund was established in 1990 as a partnership between the Government of Japan and the World Bank. The scope of the Fund is described in the Arrangement for the Administration of Fund (as revised in March 1999) as follows:
"The Fund may be used for the purposes of financing technical assistance and other grant activities in respect of the formulation and implementation of Bank-supported projects and programs and activities to develop human resources in developing member countries of the Bank, to assist developing member countries of the Bank to formulate and implement development policy and to strengthen the partnership between the Government of Japan and the Bank."
Since fiscal year 2000 the Government of Japan has contributed US$829.6 million to the PHRD Fund. It is one of the largest Funds managed by the World Bank and is recognized as making a unique contribution to the member countries' capacity building efforts.
1. US$40 million will be available over three years under the PHRD TA Program to support Disability and Development (D&D). This announcement is in reference to the PHRD TA Policy Document (FY09-13) and the Operating Guidelines for D&D . The indicative allocation for Round 1 is US$10.0 million.
2. The objective of the PHRD TA Program for D&D is to support activities that would contribute to better understanding of the issues surrounding disabilities in the grant recipient countries, develop appropriate policies and development interventions to address these issues, and to finance programs which directly benefit the disabled people.
3. Proposal for grant funding should meet the criteria outlined in the Operating Guidelines. The Operating Guidelines also provide further information on the priority areas, grant type, eligible expenditures, grant execution arrangements and other details of the PHRD TA D&D Program.
4. Proposals for Round 1 will be processed in two stages: (i) Concept Notes should be submitted by the Task team Leaders (TTLs) to the Program Management and Administration Unit (CFPPM) of the Concessional Financing and Global Partnership Vice-Presidency by January 31, 2011. (ii) Upon review of the Concept Notes by CFPPM and the Social Protection and Labor (HDNSP) unit in the Human Development Network, the TTLs will be asked to submit a Full Grant Funding Proposal, due to CFPPM by February 28, 2011.
5. In accordance with Bank policy, TTLs must be duly accredited to manage grants funded under trust fund programs. Please refer to the Trust Fund Learning and Accreditation Program (TLAP) for more information.
6. Consultations with Officials of the Embassy of Japan (EoJ) and the Japan International Cooperation Agency (JICA) should take place prior to submission of the Proposal to CFPPM. Details on the consultation process should be provided using the format in the Consultations with Japan template. An endorsement letter from the government should be also attached to the Grant Application.
7. CFPPM will review the proposals jointly with HDNSP to ensure that requests meet the funding as well as the technical criteria. CFPPM will recommend the final proposals to the Ministry of Finance of the Government of Japan for approval.
