There is a growing emphasis on rights based programming in South Asian
states, as well as increasing amount of cases of policy export across the
region. This can be seen as a shift in the discourses about the nature of
the nation-state and the nature of power that it seeks to exert over its
citizens. In some countries such as India, a number of policies such as the
Right to Education, employment guarantee, Right to Information etc have been
passed; in others, such as Nepal, the focus is moving towards principles of
equity and social justice and developing appropriate policies. This panel
seeks to explore the different ways in which South Asian states see
themselves as 'Welfare States', communicating this view through different
rights-based policies and approaches. While in some countries, this
proclamation is quite explicit, in others this may manifest in a move to
build political systems which have a greater say for citizen involvement.
The objective of the panel is to examine the nature of rights based policies
in the region, and thereby evaluate to what extent South Asian states are
moving towards the building of a 'Welfare State' model through these
programmes and policies. The form of power that the 'Welfare State' model
seeks to convey through these rights based policies will be a central theme.
This panel is open to papers which have a comparative perspective, as well
as those which seek to delineate the nature of the state in any one country
context. *Papers relating to Pakistan, Afghanistan, Sri Lanka, Maldives,
Bhutan, Nepal and other countries within the SAARC region are especially
welcome.*
