ignore all the stuff about servers you dont run - just focus on the microsoft part.
NPS is a microsoft product and as such has all the documentation that MS can give
(along with usual support for commercial product)

in this case, you'd probably want to add a constraint to your policy such that
the username is NOT containing @sunderland.ac.uk
I feel that you are actually going about this locally the wrong way - ie how can users
know that they've configured eduroam correctly if they cant connect locally to test.
my personally suggestion (and partially as JANET roaming support) would be that you allow
such people on...but then use 802.1X to drop them onto the NAC network - maybe with a
different holding page or such you know 'well done, your eduroam configuration is
fine but you are a sunderland user so now login here:' or somesuch
