Re. your research, I'd recommend George Walden's 2002 book Who is a Dandy? On Dandyism and Beau Brummell. It's principally a biography of Regency fop Beau Brummel but also features a fine essay on the history of dandyism.
Another book worth tracking down is Stan Hawkins' The British Pop Dandy: Masculinity, Popular Music and Culture

It's an entertaining and informed overview of dandies in British pop and focusses on performers such as Ray Davies, David Bowie, David Sylvian, Bryan Ferry and Mick Jagger.
Re. the flâneur aspect of your proposal there is a considerable literature out there, but in addition to the writers you mention a good place to start is Keith Tester's edited collection from 1994, The Flâneur and also Mike Featherstone's 1998 article, ‘The flâneur, the city and virtual public life’. Urban Studies, 35(5-6): 909-25.

Subject: Space, Flaneurs, Decadents and Dandies
Dear All,
I am currently a Masters student, studying English at Loughborough
University. I want to apply to do a PhD and my proposal deadline is in
March/April 2011. My area of interest is in the Modern Decadent and
the Aesthetic Dandy, so I will be looking how concepts of Decadence
and Dandyism have changed over history. Of course, 'history' is quite
general and I need to narrow down the time period in which I'm
focusing on, but I think late 18th to the 20th century will be the
range from which I'll choose. Just as a possible idea of writers and
films that are of interest: Baudelaire, Wilde, Arthur Symons,
Rodenbach, Bret Easton Ellis (American Psycho specifically), Sin City,
Fightclub etc. I'm interested in the idea of spatial spheres, the
figure of the flaneur and Walter Benjamin's theory of the urban
observer.

direction or have read anything that is relevant, it would be great to
