In my view this is a ridiculous amount to charge. In my role I often request a GP report and in the accompanying letter I ask for copies of any specialist reports to be included. Many GPs have obliged and sent full reports and copies of consultant reports and letters. Most GPs will charge from £35 to around £150 but still a lot less than you have quoted!
It may be worth a try!

Subject: Consultant Charges
Hi list,
Just wanting to get your views on what you think is a reasonable charge for an NHS Consultant to produce a medical report. we have requested for a report for a young lad who spent about two weeks in a Psychiatric unit for psychosis treatment. He is now under the care of the community team (where the consultant is based). The consultant has requested a charge of £450 plus 10% charge for secretarial input. I think this charge is too much considering the patient is already under his care. Given that we are requesting for an NHS treatment report to aid this young lad's process of getting back to work rather than for legal reason should this charge be this high?
I look forward to your invaluable responses as always.
Many thanks
Lin
