There is a policy discussion still to be had on CREAM Availability. I will raise it during GDB next week although I don't expect a resolution.
The current Gridview policy is that CREAM is a different service from CE and so they do an AND in calculating availability etc. This is clearly rubbish and will be addressed but whether in Gridview or in the Availability Computation Engine(?) ACE still under development, I don't know.
I have heard arguments that ATLAS don't use CREAM so a site with CREAM working but LCG-CE not should not be marked as available. My view is that for OPS there should be an OR of CREAM and LCG-CE but the other VOs can make their own decision.
