Did not George Orwell (Down and Out or Wigan Pier) say that if he had

avoidance of the Sally Ann was also a feature of the 1930's - a friend
recalls his father and his peers (south London) whose trade of skilled
panel beating meant much casual work - 'compulsory' prayers etc meant
that they could not get out early enough to compete for the few jobs on
offer and thus could not escape from the 'charity'.
