Which industry? The publishers? The booksellers? The governmental/European bodies?
Maybe they don't want to, surely it is in their interests to keep things as tightly controlled as possible, and just because it's the easiest thing in the world to buy online from anywhere in the world doesn't mean that there aren't valid existing copyright or other legal issues to be taken into account.
With fiction I've not heard of any print copies of books being restricted, well not in the same way that I have seen many academic books over the years saying 'not for sale outside of US'.
So it's just ebooks that there is an issue about then. I'd be interested to know if there is a price differential between what you'd pay from Waterstones and from an Italian ebook supplier.

And it'll just push people back onto Bittorrent sites again. The more they make it harder and more expensive to buy electronic products the more illegal use there is. Music is finally catching up making mp3 AND cd albums much cheaper (£3-£4 rather than £12), I've not seen ebooks do that yet and really I can't see that happening anytime soon either.
You're right though, it needs sorting out, but sorting out for who? The customers?
