Hi Claire,
For Project MUSE, "Authorized users are defined as faculty, staff,
students, alumni and library patrons of the subscribing institution."
The basic rule is that if you issue them a library card and allow them
to use your proxy server, they are a library patron and entitled to use
MUSE. Like the OECD, we want people to make the maximum use possible of
our materials, and since usage doesn't factor into our international
pricing, there's really no drawback for libraries to allowing all of
their patrons to have access.
