Subject: [IDA_CRPD_Forum] Decisions taken at the CRPD Committee fourth Session
Dear all,
The CRPD Committee closed its fourth session today which took place 4-8 October 2010.
Most of the meetings were closed but the Committee said this was because it adopted the list of issues for Tunisia in accordance with practice of other treaty bodies. The Committee emphasized that the dialogue to take place with the Government of Tunisia in April will be public.
The Committee took nineteen decisions during the session.
1.. To adopt the report of the 3rd session of the Committee.
2.. To establish a Working Group on accessibility to public transportation and on airline policies, comprised of Mr. al Tarawneh, Working Group Chair, Ms. Yang, Mr. Lallahom, and Mr. Chowdhury.
3.. To appoint Ms Amna al-Suwaidi as the country Rapporteur for Tunisia.
4.. To send a general introductory letter to UN messenger of Peace, Mr Stevie Wonder as a first contact.
5.. To set aside some time for NGOs to make comments or statements, early in each session, and to give its blessing if NGOs wish to hold lunch side events.
6.. Generally, circumstances permitting, it will deal with state reports in chronological order.
7.. It will review Tunisia in three, three-hour meetings over two days, and to draft a list of issues for Spain, in the Committee’s fifth session, and to hold a dialogue for Spain in its sixth session.
8.. To appoint Mr Torres as country rapporteur for Spain.
9.. To make names of Country Rapporteurs public.
10.. The introduction of State party reports will be limited to 20-30 minutes and will consist of an update to the state report, country rapporteur will make a presentation, and will open floor for questions, and questions to state party delegations will be introduced by clusters.
11.. Invitations to Committee members coming before or during the committee session will be discussed during sessions. Between sessions, invitations will be sent to the Secretary, to decide if the Chair needs to be informed, and it will consider criteria, gender, region, members in responding.
12.. To put a meeting of States Parties on the agenda for the next session.
13.. To include Mr Ron McCallum and Ms al-Suwaidi in the Working Group on art 12.
14.. To adopt a list of issues on Tunisia. (They will now send the list of issues to Tunisia, and only when the government has received it will they make it public.)
15.. To adopt and submit its report to the General Assembly in 2011, and to request two-week meetings each year and funding for pre-sessional working groups.
16.. To congratulate UNHCR for its conclusion on persons with disabilities (adopted today).
17.. To congratulate newly elected members, and thank the outgoing members.
18.. To request for timely consultation on the theme for Dec 3
19.. To invite the Special Rapporteur on Disability to the Committee’s fifth session.
In closing, Chair McCallum commented positively on the day of general discussion and participation of States, NGOs and U.N. entities.
The Chair announced that the Committee will make a joint press statement on the floods in Pakistan, with CRC and CEDAW.
Important dates:
- The fifth session of the CRPD Committee will take place from Monday 11 April to Fri 15 April 2011.
- The sixth session of the CRPD Committee will take place from Monday 19 September to Friday 23 September 2011.
- The fourth Conference of States Parties will be from 7 to 9 September 2011.
