My understanding is that this function was performed by the relevant local authority and that the survival of this type of material varies from place to place. In the case of Birmingham the vehicle licensing documents were almost all destroyed on the creation of the DVLA in 1974 but researchers may have better luck elsewhere. I would, however, expect to find some information in the records of the local council in the form of reports and statistical returns although not necessarily in a form which will allow for this kind of interpretation.
