Mick, Charles has right
file name is not a searchable field in Google even if sometimes it works.
A field search that works with Google is
allintitle: "twitter policy"
Omit the " " to widen the results.
It give you web pages where the words are both in the title - id est, Twitter
policies from Dprtmnt of Health, Home Office, BIS, etc
Knowing the name of the file (twitter_policy_20100204.pdf) and the source (ICO)
the best way to search for it is with the ICO's own search engine available at
http://www.ico.gov.uk/global/search.aspx?
