JOB DESCRIPTION: Executive Director 

 

Reporting to: AFUB board of directors, represented by the AFUB president in day-to-day relation

 

 

Background 

 

The African Union of the Blind (AFUB) is seeking to recruit an Executive Director to manage the AFUB secretariat in Nairobi, Kenya. The African Union of the Blind is a registered International Non-Governmental Organisation (INGO) in Kenya and enjoys consulate status with the Kenya Government's Ministry of Foreign Affairs.   AFUB also enjoys Observer status in the African Union (AU) and has a mandate to operate in all African Union member states through OAU resolution CM/Res.944 (XL) where it seeks to initiate, promote and sustain development programmes to uplift the standards of living of blind and partially sighted persons in Africa.   Currently AFUB has a membership of 56 organisations for and of the blind Africa wide.

"To strengthen member organisations and create unity of purpose among them, through capacity building and advocacy, in partnership with governments, international agencies and other stakeholders". 

 

AFUB strives to fulfil the following organisational objectives:

Influencing public policies and practices governing the education, health, welfare, social security, rehabilitation, employment, sports and recreation of blind and partially sighted people; 

Working for increased access by blind and partially sighted people to basic human rights through advocacy for the elimination of discriminatory laws and Practices affecting blind and partially sighted people; 

Establishing, strengthening and developing national associations of the blind and partially sighted persons; 

Mobilizing resources at the local, national and international levels to support human resource development, and economic empowerment services for blind and partially sighted people; and 

Encouraging exchange of information and experience among AFUB members and other organisations. 

 

With a paradigm shift in donor support, favouring project-based funding over operational funding, AFUB needs to be proactive in ensuring financial sustainability. To this end, AFUB underwent a thorough evaluation exercise and organised a fruitful partners' roundtable forum. The recommendations of both converge in highlighting the need for repositioning AFUB as a regional body in Africa.

 

JOB SUMMARY

 

The Executive Director will work with the board of officers to define strategies and lead the implementation of AFUB strategic plan and programs. She/he will enhance AFUB's visibility and profile, secure and manage resources for AFUB and strengthen the organisational impact on visual impairment in Africa. She/he will have management responsibility for the AFUB secretariat in Kenya. This will include ensuring the management of staff and consultants working on different AFUB programs.

 

 

RESPONSIBILITIES

 

Strategic Leadership

 

·        In consultation with the Board, develop and implement appropriate strategies for repositioning AFUB both at the regional and international levels; 

 

·        Oversee overall implementation of current and future projects/programmes; 

 

·        Develop collaboration with regional and sub-regional organisations to advocate for mainstreaming issues of visual impairment in Africa;

 

·        Lead the development and implementation of a resource mobilization strategy that will result in a sustainable funding base; 

 

·        Develop operating policies to ensure programmes and activities are implemented effectively; 

 

·        Lead in conducting research to support advocacy and programming. 

 

·        The Executive Director will ensure the development of membership, affiliates and partnerships by: 

Identifying and establishing new projects /programs that are in line with the mission and vision of the organisation; 

 

·        Ensuring effective coordination of member organisations towards achievement of goals; 

 

·        Building, maintaining and strengthening effective working relationships with affiliates, partners, disability organisations, governments, the UN system, and other like-minded NGOs in the region and beyond; 

 

·        Maintaining effective communication, sharing of learning and best practice with member organisations, affiliates, partners and other stakeholders through the publication of AFUB newsletters and other platforms; 

 

 

Branding

 

The Executive Director will lead the development of the African Union of the Blind profile and corporate image by:

 

Acting as the "public face" of AFUB, Representing AFUB at public appearances and conferences when required; 

Securing high profile media coverage for AFUB activities; 

Ensuring that AFUB work and positions on a broad range of topics and countries are well covered and understood by the media;

 

 

 

 

 

Effective Leadership and Management 

 

The director will manage the organisation effectively, including by:

Leading on strategic and operational planning process and ensuring timely delivery of outputs; 

 

Managing the organisation's overall budget and finances, overseeing financial management of project budgets, ensuring reporting schedules to donors are adhered to; 

 

Managing AFUB staff and consultants, and providing support, guidance and feedback; 

 

Ensuring the implementation of relevant Kenyan laws and/or of AFUB organisational policies and procedures, with regard to equal opportunity, gender, recruitment, health and safety etc; 

 

Lead on results based management, ensuring that all projects and programs are designed for impact and are effectively implemented, monitored and evaluated.

 

Job requirements 

 

1.    Experience

 

Significant experience of:

 

·        Work in the field of disability; preferably visual impairment issues; 

·        Living and working in Africa; 

·        Demonstrable work experience in fund-raising, strategic planning and budgetary processes within an organisation; 

·        Progressive managerial experience in Program, project and staff management; 

·        Drafting of written materials, and Writing and/or editing materials for publication; 

·        Involvement in policy development is desirable.

 

2.    Skills and abilities

 

·        Ability to play a leadership role within an organisation and commitment to the professional development of staff; 

·        Good interpersonal skills;

·        Written and spoken fluency in English and French; 

·        Ability to work under pressure and manage time effectively

 

3.    Qualifications

 

A master's degree in international development, social sciences, management of non-profit organisations, or related field, or a first degree with equivalent work experience; 

At least five years progressive work Experience in a senior management position, preferably in a non-governmental organisation; or seven to ten years progressive work experience with relevant academic background; 

Experience of Results based management is desirable.

 

4.    Other Requirements

Special conditions:

 

The director will be based in AFUB's secretariat in Nairobi, Kenya. The post holder should be willing to relocate to Nairobi, Kenya. He/she will be willing and able to travel within Africa. Occasional travel internationally.

Contract: Three years, renewable subject to performance and funding with a six-month probationary period.
