Every single point, from redirects to paperwork, is exactly how things are here. And having worked both for and with our repro team that has given me enough experience to know that I don't want to go there as far as internal charging goes. The only benefit I would see is the way it makes people think before sending requests in, but counter to that is the fact that it then ends up that all the work you end up doing is for those areas that have money in their budgets (or at least managers willing to spend it) rather than looking at the wider strategic picture. Specifically it becomes difficult to allocate non-charged time to do broader things that aren't just focussed on one client but in the broader interests (including money saving) of the whole organisation.
