Indeed it is. The clue is in the WLCG_PARENT name where it is used.
There are also other structures like EGEE_ROC with other purposes.
Actually this might not have a long-term future. There is now a WLCG
structure database which contains all the sites which have signed the
MoU. In some circumstances it is not appropriate for sites to declare
their position in any hierarchy. When gstat first gathered this
information there was a lot of rubbish there.
