      Structured by order and spacing (not extra sections) to New Routines,
      Renamed Routines, Removed Routines, and Modified Routines.  Within
      these the items are sorted by routine name.
      
      Remove application-oriented item about KPG1_PLTLN change.

      KAPPA: Fixed bug logging spline-fit binned values in SURFIT.
      
      This was achieved by introducing calls to the new KPG_LR2Ax that
      takes single-precision binned data.  This messiness arises because of
      the different demands of the spline-fitting code compared with the
      PDA polynomial fitting.
